I think your header may be too big and that is why it moved above it. It just makes sense that if there is not enough space it would move above or below where you want it.

What a question Ted, my first post looked great on its own, but when it followed the others the picture moved. Now I position them in the middle, and it seems to work.
You know what I have this problem adding images in my WP editor coz its empty.
I need to do, go back to WA blog or site content, search for images I needed on my post and download. It's a problem if your using tablet not laptop or computer.
Put your cursor where you want to add the image if in the left before the word if right after
If you add images press the image long press then click the pencil
Align the image, click the left center or right, then the size
And don't forget to click update.
Hope this can help!
You might also want to consider keeping images centered due to the fact that large percentage of traffic is now mobile and if your images are on the left or right it may not look good.
How content renders is extremely device/browser/theme dependent. I've worked as a designer for years, and with the advent of mobile, I can tell you the first thing I had to give up was control over placement of media. It's rarely going to look the same way twice. I have a Mac, a Windows 10 box, an iPhone, an Android phone and a Chromebook. Even using the same browser across all those devices, my pages look different.
The best you can hope for is to tweak it and check it with multiple devices and browsers until it's 'reasonable'. Trying for specific placement will drive you batty otherwise.
My guess is that your H3 text is too big for it to fit comfortably to the right of the image - you can shorten the headline or make the image smaller, or perhaps make the image be 'centered' so that the header will flow across the top of the image and the article flow below.
Monitor size/resolution is another factor - two Windows machines will render something differently in Chrome if one is a 21" monitor and the other a 27" monitor. There are no hard/fast rules any more due to the plethora of devices.
Thank you for getting back to me. It is greatly appreciate. I understand about the different devices. This is actually happening from me editing the picture in, and foing straight the the view button on the same device. My guess is maybe the part of your answer regarding the H3 size and length being an issue. Maybe it is the setting between the paragraphes if not that...i simply took the media out for now, and will work on it later this evening.

The different devuces are certainly an issue. In this caae, i was actually doing everything from one device. I published my post. Then went back to add the media. I put it out to the right at first, but didn't care for the look. So I was going to put it on the left, and do everything sort of block like. When I pit the Pictures to the left, they look fine on word press as I am adding them. However, when I click to view the post, the Pictures are appearing above the H3 headers. In would think there should be plenty of room, I am only putting in thumbnail size pkctures. First time I've had this issue. Wasn't a problem on any of my other post.
A good question and I am curious to know the answer as this happens to me quite frequently.

Yes you need a plugin. The kind of plugin you use and then deactivate until you need it again.
