There are several aps already doing this... to a lesser extend...
As for code all depends of your platform: android, unix, windows, apple,.... as you pointed out.
Crowdfire is a great one, it integrates several social platforms and you can schedule your postings...
Or postcron, just to name a few... there are many others...

The trouble is Facebook is not always loading my timeline. Just 2 or 3 posts and then it will not load any more, even if I click to load more stories at the bottom.

Is your laptop using Windows7 by any chance? Reason I'm asking is a friend is having several issues with simple text links when trying to access them when using her laptop that's using that OS.

I don't know about blocking an entire country, but I know that there's a plug in that I use called "Akismet Anti-Spam" You sign up for free at akismet.com There's a video on it. I will find it and post if you would like? I was getting spam from Russia, and this has blocked all of that
You could do from Google Analytics. How to block Referral Spam and Countries within Google Analytics. Ironically I am from India. There's too many 'bad guys' here and with all the time to waste. Apologies on behalf of my 'brethren.'

I am working on a list post that will include numerous websites. Is it better for SEO to follow or nofollow the links? It is a list of best blogs in a category.

The general consensus is to capture more incoming than outgoing. Although I do have a few outgoing links without nofollow code, most of my links going out are nofollow. I do not believe there is a "standard" ratio set, but as long as you have more incoming than outgoing, you should be fine. In addition to that, your outgoing links should be to relevant sites or sites that are similar to yours. If they are not, Google - in the past anyway - considered that as a bridge page. To my knowledge, that hasn't changed. As for Affiliate links - Google and Amazon have created the "iframes" links which is why you don't need "nofollows" if using iframe links via amazon. ...But, I use nofollow code with most of my Affiliate links - for that reason. I don't want Google to label my site as only a bunch of bridge pages, so yes, I use "nofollow" most of the time either for the specific link or the entire page.
I have created a few resource posts as well, and yes, I used the SEO checkbox at the bottom to make the entire post "nofollow." I left the Indexing alone, just checked off "nofollow."
That's my two cents!

Personally, I don't add no-follow unless its an affiliate style link, or comments; or if one of Google's rules applied.
To me the web is about sharing. I would personally not deny a great blog a follow by Google, when the entire reason for posting them is to help your visitor and (if this is the case, in fact) give those blogs a boost. I speak from personal experience on this.
