I've learned my lesson. One mistake I made - I always give people benefit of the doubt and think that "NO" means "NO!"

Sometimes "go public" is the best way. Aren't we THE COMMUNITY to support each other? It's tough enough already!

Anyways, I am sure that there is a "compliance officerf" on staff or somebody who is monitoring the integrity and what is going on.

If so, maybe you didn't do it soon enough.
If you say 'no' and on top of that give an explanation as to why you said 'no', then any follow up from him after that should have gone straight to Kyle as it is spam / harassment.
His 'challenge' to you about knowing where you work, etc, could be a matter for the Police to investigate too.

I am new on WA platform (3 months) and don't know all "details." I thought that there is some kind of "Code of Honor" we all should follow. I guess, NOT!
Also, I thought that there is some kind of "monitoring" in place. I am sure it is but to what extent?
It would be great to include an instructional video or some sort of "be aware" short section into the training, especially for new people.
As of proper follow-up beyond the authority of WA, of course, I will if I have to, but the last thing I need is instead of writing quality content and keep going is to involve a law-enforcement people and interrupt my life! But, again, I will if I have to.
Well, again - I will think twice pushing the "Follow Me" button. I'd rather keep my network small of people with nice manners and professional attitude.

There is a 'code of honour' here, but on top of that there are also written rules and this person is in serious breach of them.
Don't be tempted to restrict your following here at WA, though, as these people are very much the exception rather than the norm.
The more followers you have, the more visible your blog and your profile will be to people outside WA who may be tempted to join on the back of one of your posts.
The rules on this sort of thing are very specific here and Kyle enforces them firmly, but he needs to be made aware as he relies on the Community to bring it to his attention.
There is no internal monitoring within the system (so far as I'm aware) as WA is a big community space and I doubt that it would be technically feasible to do it.
From reading other comments, it seems the consensus is that this guy has done wrong and you should report him.

One thing, when you have blocked a member, you can not undo it ever.
