I am trying to use a new plugin that requires PHP 5.2 or greater and a CURL Library. Can anyone tell me if WA has this available? or how to get it?

I have tried to get assistance from site support the other day (quite some time ago) but it seemed CURL is not supported here. You may want to reach to them again and see if there is any changes to that.

it used to have before the latest update as i have a plugin that uses it, but since the recent plugin update if i need to do anything with that plugin i have to ask support to help -if you can, take a screen shot of the error you get, and ask for help.
they normally can and quickly as well .

just checked with woocommerce and it says we do have curl v 7.26.0

If you have the HTML verification file here's a tutorial to show you how to add that to your website using FTP access: Add HTML Code to WordPress to Verify Your Website That way, next time you update your theme, your verification code won't be overwritten as it would be if you add it to your theme's header.php file.

In your navigation Bar on the left of your site. Click Appearance click Editor you are there.
If you mean the Meta Code then its easy enough.
You copy/paste the code in your WP Editor directly below the <head>
