This can happen if your theme isn't that good (generate press is ideal). Another possibility is having way too many plug-ins installed. 10 or more might be too much and sometimes people use plug-ins that slow down the site. Not saying this is what's happening to you but it's just something to keep in mind.
Either way what I'd focus on isn't so much the speed but growing the site. I currently run a nature site that runs ads on it and gets ok and below scores for desktop and mobile but it doesn't affect the rankings so I wouldn't worry too much about this.
Have you checked Google Sitespeed?
You can do a3 lazy loading, optimize your images to WebP utilizing Imagify.

Is it safe to publish a new post while the Search Console is addressing the indexing issues on my site due to "noindex tag"?

Hi Lisa, absolutely. The noindex tag should only be applied in situations where you don't want a specific post/page indexed on Google, but if there's some sort of indexing issue in general on a page you wish to have indexed, then make sure that post/page is not set to be "no index" and while search console is working it out, post new content for sure.

It appears I may have inadvertently created some issues when I migrated my site from Siterubix to my domain. Additionally, after renaming a few posts, my website no longer appears in search results.

Well when a site redirects to another site, there will be a period where it won't show on Google which is normal. But once Google spiders pick up info on the new site, that should fix it. Were you able to get that done or is still showing issues?
I waited 30 days after the transfer but the site still has issues.
I received a message from Google Search Console stating that the process may take a few days. They will let me know when the problem is fixed.
I am attaching a copy of Google's message and one screenshot from Site kit.
Also, it seems like one of my posts has been duplicated. it likely happened as a result of me altering its title.
Hi Lisa so there are currently 5 pages indexed as I found it on Google. However we can make improvements here to help the site along. I'll take a look over the weekend and get back to you on Monday with a good strategy to proceed with.
Generally, it is safe. However, you may temporarily pause any changes or additions until the indexing issues are fully resolved.
