I want to write a product review in my niche, I am using the keywords:
"[product] + review" for the title of the post.
when looking in Jaaxy for that keyword combin
I have been putting the phrase product review at the end, for example say I am writing about Suave Shampoo, my title would go something like this, Are Cheap Shampoos Good For My Hair: Suave Shampoo Review.
So you can use a great Jaaxy combination at the beginning and follow up with the product review statement. So far this method has worked for me very nicly, I have most of my articles indexed and over half are ranked on the first page of Google, Bing, and Yahoo.

If it's less than 10 avg and less than 10 traffic, then chances are you aren't going to get much traffic from your targeted keyword if your post was to be ranked in Google.

I won’t use it as the traffic is almost none. Try other keywordphase that at least give you an avg traffic of 50.
Use the alphabet soup technique to brainstorm more idea. Don't Waste Time With These Keywords.
