Go on yout profile icon at the top right, then go down to account settings, scroll down to card details and click change card on the right.

These are in the SEO part when you edit a post. So below the typing area you will have boxes for meta title and meta description, plus a box on the side where you can add tag words.
Are you talking about when you create a post on here, if so you go to the pen icon and when you do the post it will prompt you for alt tags, if it is images you do this within the media library or on the image editor itself
When you upload the image to your media library, before you insert it onto the page, look over to the right - there are boxes win which to place the description, caption, and alt tags. You can change and edit these later, too. In your visual editor, click on the image and then click on the pencil icon that appears - that will open up the image data editor.
Oh I see. Which SEO plugin do you use? I use, and highly recommend, Yoast SEO for Wordpress, which automatically provides places at the bottom of the page you are working on for all these types of things. However, for a post or page, you want to have a "meta" description - what people see when they search and find your post listed on Google or Bing or whatever, before they click on it. Alt tags are for images.

When you are in Editor, under the box for title you have URL. There is Edit button next to it. Make sure that you keep the targeted keyword.
At the top of every WordPress editor page for both "Posts" or "Pages", there is a "permalink" url. You can change the last part of it. There is a little field in which you'll see the current page (or post) URL already typed. Change it there, and of course update your page.
It's right below the title.
