Russia has been cracking down on the .ru domain because it has been filled with scammers and people engaged in illegal activities. In the last week I have had 12 new registrations. All with the .ru domain. They are not signing up as subscribers but as users.
Hmm...all I know is that if hackers want to hack, they will be able to, even if they are not signed up to your website. Just do a simple Google search and you can find a list of government websites that have been brought down by hackers.
My advise is that you should just delete them for now. Are a large portion of your traffic from Russia? If it does not affect your business dramatically, then I think the choice is obvious.
Maybe wait a while, until the smoke clears. Try to stay updated with news about this issue from Russia. When you think everything is back to normal, then you can decide the next course of action.

If you are speaking of your website, http://theresourcefullady.com, since it's unclear why someone in Russia would want to take advantage of your Canadian business recommendations, deleting them becomes a no-brainer.
On the other hand, if you have an internationally focused site, then there's a balance you might need to consider.

As an experienced application developer, I would be remiss not to add that It's possible that they would want to use your comments in order post things that would essentially break into the database.
As users, they do have access to your database. Via methods such a SQL injection, for example, an innocent looking post with character typos could allow them to gain unwarranted access and probe or download your user database; or to install something hazardous in the form of script or even an infected avatar image.
Hackers are aware of vulnerabilities in different versions of WordPress, and various older versions of MySQL that a server might be using. That's why it's important to stay up-to-date with WP core updates and plugin updates, and even theme updates.
