It's the search engines. If you look at the description under site trust that's what it states. WA can't control how the search engines evaluate your website.

Your Public IP address is the address of your router not your local devices.
So your Router has an address which is used to connect onto the internet. This is the address you need to filter in Google analytics.
Your router then issues it's own separate IP addresses (Private IP addresses) to all the devices on your WiFi network. These addresses are only used internally and will not be recognised by Google they typically begin with 192.168.
To find your public IP address the easy way is to type this into Google
what is my ip address
And voila ! it will be displayed.

Depending on the ISP (Internet Service Provider) you may have 1 of 2 types of IP address.
Static IP address
-----------------------
This means your IP address is fixed and always remains the same
Dynamic IP address
-------------------------
This address is allocated on a 1st come basis by your ISP.
If your router goes offline or you turn it off for any reason then when your router connects to your ISP Servers again it could be allocated a totally different IP address.
So if you have a Dynamic IP address (the norm in many countries) you will need to check your IP address again and if different adjust your filkter settinsg at Google.

If it were mine, I'd switch it over to WA. Interaction is crucial to ranking with Google, Bing & Yahoo.
If your GoDaddy account supports WordPress, you should rebuild your site as a WP site and enable comments. Wordpress gives you the choice of creating static pages and blog posts, so i t would behove you to start fresh, then scrap the old site if you can. Yes. I know this sounds like way too much work. But it may be worth your while.
Another way to go would be to start an off-site blog on Tumblr or Blogspot - or http://Wordpress.com and link to it from your present site. Just don't forget to provide a link back to the main website or have the blog open in a separate window,
Yes, you need blogs and will need to investigate any plugins or theme changes that will help this function. Static pages will not promote as much interaction. The easier and more frequent refreshment of content is needed to advertise for interaction.

you do really need to have blogs and interaction to those blogs to develop trust. Do you have a contacts page for people to interact with you? Your content would have to be pretty high quality to get high rankings if you do not have blog. I think you may need to change it to include blogs!
The simple answer is you can't if you've just got a static website.
You don't need interactions on your site. But it helps build trust in readers' eyes & so long as the comments are relevant then the comments also add good quality content to the site.
Depending on how big the site is, it might be worth rebuilding using WordPress.
