Meta description is not directly relevant for ranking, this is for people searching the Internet. But if it is nicely written you will get traffic and this means it affects ranking indirectly. Meta description changes can be done any time. Only keep url intact and perhaps meta title as well.
About improving existing texts, this cannot be bad. I am doing this from time to time. And you are right, the best is working on both, adding new and improving the existing, perhaps more stress on the former.

Yes you absolutely can change it. Matter of fact Google recommends that you do. The Meta Description doesn't have that much to do with rankings as it does for CTR (Click-Through Rate). Watch the video from Goggle I have on my training tutorial at the link below that explains why you should experiment with different descriptions. Where in Content do I Use Keywords

I have a keyword I used on one of my posts that had a low QSR of 15. I just published the post yesterday (8/2). As I expected, doing an exact match "search" had 2 of my site pages
No I double checked. Just seems odd that the exact phrase search finds a page that has nothing to do with the keyword.
Actually I think I might see why now. I have a sidebar with recent posts on every page so for whatever reason it found the keyword on the 2 pages that are seemingly unrelated by looking in the sidebar.
That's about the only way I can explain it.
Yeah that might have been the reason why. You can try increasing the key word frequency in the actual article and see if Google can recognize it

When doing product reviews is it ok to make a screen capture of an image on the web, perhaps mark it up with text, lines or arrows and then use the edited version on your own site?
Generally if you're doing a review on a product there is no need to get permission atleast not to my knowledge anyway. Like you said, everywhere you look they are used in reviews.

After publishing a blog I now realize the post would probably be much better served had I used a different keyword. I can easily make the edits to use the new keyword and keep the

Kyle was suggesting NOT to do this. But if the post is completely new or if it is not performing well then rewriting with a new keyword means starting from the beginning. Remember you want your new keyword in URL, so you will have a new post.
I have done mine a few times already, so I have the same question. I'm glad BReynolds wrote it is not bad idea.
Do not do this unless absolutely necessary. You must change URL this is in your interest. So you start from zero again.
In all fairness Bliss I had it in my mind that it was a new post for some reason. A kind of oops a few hours after publishing or something like that... I could be missing something, but I think it takes some time before a new post is really recognized anyways. Would you agree jvranjes?
Of course it needs time, so no need to rush, and if you see some better keyword, then it might be better write yet another article with that new keyword.
