If I start a site on a domain purchased from WA, can I feel confident it has not suffered a Google penalty?

You have the choice of which domains that you wish to purchase. They are not previously registered or held by Wealthy Affiliate, so it's up to you to make the choice on which domain you register.
Can you register a domain that has been registered in the past, sure you can but this is not unique to buying the domain here at Wealthy Affiliate. If a domain is on the market and available to be registered (not currently owned by another party), then it's available to you!

Thanks Carson, that is what I thought. I don't like buying expired domains for that reason, but didn't know if the various marketplaces such as WA, Namecheap, etc. had any kind of filter.
I will be throwing a lot of resources into a site and I noticed in "Wayback Machine" (kind of confusing) that it was used several years ago. I also put the site in my Google Search Console and it doesn't show any manual actions, etc. I just wanted to try and make sure I don't have any nasty surprises down the road.
Wayback Machine is definitely hit or miss, but it may give you some history of a domain that you are purchasing and help you avoid any surprises. Not a bad idea :)
Since you name your own site domain, I’d yes these are all new sites and not ones are re-purchasing.

Brand new as never been used before in the History of humankind?
If a domain is available, it can be registered. Here in WA or any other registrar in the world.
I had domains that I stopped renewing in the past, and now they belong to someone else.

Just remember it has nothing to do with WA.

Yes, I understand it would be the same for any marketplace, I just wondered if any of them have some kind of filter that would alert them to any Google penalty. before listing it. It's my responsibility to check these things before buying but at the time of purchase, I wasn't fully aware of this potential issue.
Apart from domain history, there is not much you can do to verify penalties.
From what I have researched, if you buy a penalized domain, the best option is to drop it.

Maybe Google's just having a laugh, but this business of speeding our sites up for mobile is taking up far too much time. Thanks to all the kind contributors in the WA communit

Same problem here. I emailed the developer of my theme and he replied with a blog post about plugins. He said to focus on page load time. I'm using CloudFlare with sites I host at other providers. Makes a big difference, unfortunately WA does not allow it at this time.

Thanks for the heads up Xavant. If the people are coming to you from OUTSIDE WA, then there is a definite problem here. I don't think that we are totally bulletproof, but this person sounds like she has access where she shouldn't. Yes, take it up with Kyle and Carson.
