How to move all of my posts from the top section of my website to my right Sidebar?
You can have a "Recent Posts" listing in the sidebar which would show the post's title and date and then clicking on them would take you into the posts. Is that what you're asking for? If so you can usually find a widget in the customizer for the sidebar called "Recent Posts" that will work.
Moving of posts to right sidebar?
How to move all of my posts from the top section of my website to my right Sidebar?
Yes, if you just want a list of your Posts on your right sidebar, it requires you to activate one of your widgets for that purpose. If you mean moving your entire blog roll to the right, I think for that you would need a new Theme that is set up like that.
Some of the more complicated Themes, might have the ability to move your Blog post wherever you want but would require some advanced knowledge from the user to customize it. Personally I would not attempt this, because everyone reads from left to right. It's natural to seek out the Blog roll on the left and then move your attention over to the right.

When I make changes on my website, how do I get them to look the same on a PC and mobile device/
They are not supposed to look the same. Because mobile devices have a smaller screen columns go underneath each other instead of side by side.
Many themes have a mobile version that is customizable. Sometimes you must go back and forth between the two and make the mobile version the way you want it. Check your theme options.
