If you are wanting to use different keywords then that requires a reindexing. I do that from time to time ad I'm sure others here do it as well. How else can you improve ranking?

You have to go to Google Webmaster Tools (Search Console) and Bing Webmaster Tools (if you told Bing to index your site). To get Google to reindex your page, here's a link to a how-to How to Reindex a Page

Yes, it's okay but you must keep the same URL permalink as you had originally as that is already indexed in the search engines.
Never change the permalink once content is published.
As Grace said, you can submit the URL using Fetch in Search Console, but that is optional. ~Jude
I think if your actual content is the same, you might run some risk with Google and otherwise. Keywords are closely more closely related to search engines rankings than your target audience and the actual readers of your content. "Stuffing" your posts/with too many keywords is not a good idea. Write for your target audience andthe people who make it up - not for the search engines!
If you're going to put it publish it again, it's the same post so it can't be duplicate content. I think it's okay to do, but I would resubmit it to Search Console under Fetch as Google after all the changes are done.
