Little I know about running FB ads I would like to share.
FB is still lower on ad cost than most other platforms if used correctly and is a good tool for building long term business relationship with a fan page to interact with and gain potential consumers' trust. Not to mention the advantage of generating viral organic traffic, which ppc or the likes can’t achieve.
Ex. you can have a fan page, run up your fans, then start posting 3-4 times a day runs PPE ads on some post, when people click to read more they will be directed to your site. Again you can get a lot of organic traffic with a large fan base or viral posts, especially viral videos these days.
I believe FB doesn't like MLM and somehow they associate affiliates with them.

FB requires you to make it very clear on your ad what the customer can expect when they click on your link or image especially if they are directed to an opt-in page. ex. "Check out these awesome free eBook, click here => url <= to enter your email so we can forward it to you!" something along that line. In short, FB doesn't want their users to have any surprises when they click.
I assumed most are aware of the no more than 20% text on your image rule, load image and check here https://www.facebook.com/ads/tools/text_overlay, if you haven't already been using it before running the ad.
The downside is, yes, FB has a lot of rules, and, yes, they always have
