I would like to use Wordpress to develop this website going forward, but for right now I just need a single page with a picture and an announcement with a couple of links. How do I do this with Wordpress, if this is my only option?
Our hosting is Wordpress hosting, so they have to be Wordpress based websites. You ideally want to leverage this framework as it is going to be far more capable than uploading HTML pages, that is really a thing of the past.

There are many one page Wordpress themes, and there are also sales page type themes. It really depends on your application and what you are trying to achieve with your website...are you after a squeeze page, or a sales page, or a _____.

This website is for a radio station that will ultimately provide information on events, maybe some links to videos, etc. But for right now they are in the process of applying to the FCC and need to get a public announcement posted on the web.

I entered in my credit card info under account settings and it said it successfully updated, but when I go back I don't see any of the information I entered. How can I see wha
I did go to Account Settings and clicked on Payment Source, entered my credit card info, hit Update with this card, it said it was successful, but when I left Account Settings and then went back later the credit card information is all blank. I don't know if it's a security thing or it didn't take the information even though it said it did.
Yes its for security.
When your next payment has been made you should go into those settings and you will see that the details have been updated and there will be an invoice.

You should be able to change theme in dashboard, customize and then active theme, change. It has a preview feature which is very good to see what your site will look like. Only when you press save it will be changed. You can watch a lot of themes until you find the right one.
For a back-up you go to dashboard, tools, export.

Say a QSR of 3, with traffic of less than 10 per month for some product/service that is very low margin/very low affiliate commission (in actual money terms) might not be worth your while to write an article that ranks high. You rank high, you get 10 visitors, 1 person buys and you make say $0.20 - and by the way statistics of 1 person buying for 10 visitors would be very unlikely.
QSR is quoted search results. That is the number of other pages ranked for that exact keyword. It is your competition. The lower the number, the easier it will be to rank.
