is the price for a domain name here in WA a one time charge, or a recurring monthly charge?
Yearly. And from what I have gathered if you really like your domain you can lock into 2,3 or more years and this may help Mr. Google think you are serious about your site. Every little bump in rankings can't hurt.

Domain names need to be registered like a vehicle license plate, and is need to be registered yearly.

is the price for a domain name here in WA a one time charge, or a recurring monthly charge?
There are any number of domain name registrars and while their charges vary, all domains are registered through ICANN and it's a yearly fee. You can usually choose to pay for more than one year if you wish and most if not all registrars offer an auto-renewal option. If you don't choose auto-renewal, they will remind you by email as the renewal date approaches.

How old must one be to be a WA member?
My kid is going to start reviewing pacifiers. Then maybe cloth diapers, etc.... Never too young to market a niche.

A lower limit. My 15yr old daughter is interested in WA and this type of business. In short, this is right up her alley!
