I have a website with a static home page, and I'm wanting to create a blog page that can be navigated to from the top menu.

Create a page from the menu on the left hand side you can name it home or start here, or whatever you like. You then have the page to create and you need to change the setting to make that page become static. Static means that is always the page people land on when they arrive at your site.
Set the Static Homepage
After creating the pages, go back to the WordPress dashboard.
On the left-hand menu, click Settings > Reading.
Under "Your homepage displays," you’ll see two options:
Your latest posts (default for a blog).
A static page (what we want to set).
Select A static page. Click save at the bottom
Customize Your Homepage
Now that you’ve set a static homepage, you can customize the Home page by going to Pages > All Pages and clicking Edit under the "Home" page.
Add content, images, or whatever you’d like to display on your static homepage.
View Your Changes
After saving your changes, you can view your site by going to yourdomain.com to see your static homepage in action.
Optional: Customize Menus
If you want a navigation menu to link to your Home and Blog pages:
Go to Appearance > Menus.
Create a new menu and add the Home and Blog pages to it.
Assign this menu to the Primary location and click Save Menu.
If this is not what you are looking for please feel free to ask again
Create a blank page and call it 'BLOG'; add it to your menu. Any posts will be auto-added to your blog page.
Choose it from your Settings > Reading as your Posts page.

For the second time, I've tried applying to an affiliate program, and it required the address to an instagram account. I don't have an instagram account, nor have I ever had on
Recheck and see if that is optional; on the other hand, you can use Instagram for your business.
From those who have replied on here, do most of your affiliate programs require an Instagram account?
I haven't come across it unless it is a requirement of affiliation. In your case scenario, looks like it is needed in order to move forward.

As long as I won't be penalized for duplicate content, I'm guessing I can simply leave the post up and move on. I guess I just need confirmation that this won't hurt my site.

Thanks. I downloaded the Participants Database that Rudy recommended. It sets up a CSV file that I can open in Excel and enter the information.
Once I get it figured out it looks like it may work exactly as I've been wanting.

I love working with Excel, but I don't want it to look like an Excel spreadsheet when I transfer it over. None of them show a preview of anything like I'm wanting.

When you are accessing the media folder, in what way are you doing so?
Accessing the media folder by clicking on the left clolumn and opening the media folder itself,

Are you trying to 'add image' while writing a post?

When I try to add an image on a post or page, the image above shows what comes up. It doesn't give me an option to choose a picture from the media folder.
What theme are you using?
Is this website hosted here on WA? If so, submit a ticket with site support, they can take a look.
I opened my own media library, clicked on add new image tab, and the enclosed image shows what came up for me.
I looked at the image you provided, and have not ever seen anything like that before.
Show that image to site support.

Your image is what I'm used to seeing. The site I'm working on is not hosted on here, it's a non-profit organization that I'm trying to help. Sometimes I can get very frustrated with it, like right now. 🤔

Since the site is not hosted here, you then need to contact the host provider for help.
This sounds like an internal problem.
Tell them that the website had been hacked.
If you have access to FTP, you could look at the media folder and see if there are any new files that were added about the same time as the hack.
