The cover must provide general information about the e-book's topic and give reasons for someone to want to read it.
For example, a title might be 'MECHANIC'S TOOLS', then below 'Every tool and know how needed to fix your car at home'. Both informations should be useful and make the reader want to find more about those topics. That's a know-how/help type of book. If you're writing a novel, it will be totally different.
Image on the cover should relate to topic of the e-book. In this case, perhaps a wrench with a blurred car in the background, or something similar. This is quite simple and worn out, but it's enough so you get the point.
As mentioned before, there are plenty of graphic experts who can do this for you real cheap. Don't spare money on this, because cover is really important. It should catch the eye on other's websites if you're gonna do some promotions, or affiliate offers. It should also look modern.

Great article. I would also suggest publishing it on Amazon/Kindle. It is free and you can get all the help you need in the form of templates and even a cover maker. Worked great for me. You can find how to publish on Kindle here
