I reckon you mean you have tested using Site Email to test send and receive and it doesn't work?
Check that you have the correct spelling! I've had this happe before, where I missed a letter, or misspelled the email.
One way to test is to create a new email, and send a new email to the other address.

Yeah you can set the keyword url without years, then change the titles however you like :)

You could insert a year into the title dynamically, but keep in mind that your content might be outdated if you do not keep it up to date with what is current that year.
Each calendar year that comes around is a new opportunity to rank another list of "BEST OF's", so why not take advantage of ranking those each year with new content?
I like the opportunity that is available when a new year comes around to create new versions of your content, while maintaining the old. You can always update the old content and mention that you've got a BRAND NEW version of content, then link to it.
There will be plugins that can dynamically update your content, but I'd lean toward creating new content each year.
