It costs nothing to transfer the website. You have to go into your bluehost account and point the DNS to WA's servers, which are ns1.mywahosting.com and ns2.mywahosting.com.
However, transferring the domain name hosting will cost a year's renewal but is unnecessary.
Hi - as a premium member, you can host up to 10 websites. You can point the name servers here, and that will not cost anything.
However, if you wish to transfer the domain, a further years renewal fee will be payable at $15.

You may transfer or point to WA servers (if transferring domain has to end in .com, .net or .org.
To update your domain DNS settings to point to WA. Here are the DNS settings.
ns1.mywahosting.com
ns2.mywahosting.com
These settings will be updated within your domain registrar (where you purchased your domain) after the transfer has taken place.
