One thing to make sure of is that you’re setting the delivery to go to their profile, not a PM. Starters can’t receive PMs. When it’s to their profile you can check their profile to confirm delivery.

It shows there's been 2 messages sent to 2 different users. It has probably been delivered in their PM inbox like you said and won't be delivered on their profile now?
It’s not a problem man! That’s what community aid all about!
We should probably have it set in the messaging campaigns so that PM can’t be selected as an option for starter referrals.
I’ll try to remember to bring it up at the next Super Affiliate conference just to avoid any slip ups.
And yes, once you set that message to land on the referral’s profile, any new referrals you have from that point on will receive the message on their profile.
Your messaging to premium referrals can of course be set to be either PMs or profile since they have access to both.
Correct. If you set the message to be a PM they won’t receive it. I’m not sure if it would suddenly be there when they upgrade or not, either way it’d be a welcome message to someone who’s probably been welcomed 1000 times lol. You can just copy the message and deliver it to their profile to make sure they get it if they’re still relatively new.
