whenever i post new things on google plus, it stucks at +1 only. how can we get engagement here?

Your +1 number will only go up when more people +1 it, which is the same as clicking the "Like" button on Facebook.

You can +1 your own posts and it will count as a +1 social signal to Google but the only way to get the +1 to go up to a +2 and more is to get other people to like your post.

And that is the actual question, how do i get people to +1 my posts

1) If you haven't already you need to build a target audience for the niche of what your posts are about. Let's say your niche was Organic Foods, you would seek out Google+ Communities on Organic Foods and join them. Make some connections with the people in those communities and add them to your circles. I'm sure you already have people from WA in your circles.

2) Then share your posts with the people within the communities you join as well as with those people in your circles.

3) When you share your posts on your Google+ profile page you have to share it via the "Public" setting and not to just people in your circles.

4) And lastly and most importantly, your content has to be written well enough that people will like it and will want to +1 it.

IS it important to fill in the details like Title, Meta description, and keywords while writing the post and pages in the All in one SEO plugin section?

Robert wrote an excellent post on meta tags...check it out.

The short answer is: No, you do not want to fill the details in that the All-in-one SEO plugin gives you within each post.

WordPress will auto generate your description for you based on your content which is exactly what you want to happen. Your Title will match the title you chose, and the keyword meta tag is not used.
