Folks I may or may not have a solution. Most of us, myself included go wacko with opening multiple google and Gmail accounts. Nothing wrong with that.
Google is sometimes wackey. They seem to push you to join Google +. The problem is this:
They have no problem with you having multiple google accounts and gmail accounts - JUST DO NOT HAVE MORE THAN ONE GOOGLE + account!!!!!
I suggest you go into your other (sometimes long forgotten) other Google accounts and make sure you do not have second or third Google + account linked to your name.

I believe they have no problem with you having your Google PLUS account linked to MULTIPLE Google Accounts as long as you have ONLY ONE GOOGLE PLUS account.

Thus you cannot do the Twiiter strategy of having a separate Twitter account for each niche or website. That is fine with Twiiter but you cannot do it with G+ but you can with regular google gmail etc.
I am sorry for the length but just wanted to make the distinctions between multiple google accounts vs multiple G+ accounts!!

This is always the case when something has had too much power over a period of time. We should all switch to Bing and give Google something to think about. At least, this may curve their high demands just a little!

I had similar crap from fb, and their non human automated system. I picked up a temporary ban one time, from joining groups or posting to groups. My crime ? I posted items for sale to groups people had set up for you to post items for sale !!
Apparently I had the right to appeal, but they couldnt guarantee to reply. For that read " you have the right to appeal, but don't bother, as no one will look at it".
