PayPal Payment Issues: Any Solution?

Dear readers. This post is about payment issues. It's a way to help you think, and make a choice, and a way to help me find a better solution as well.
I have been using PayPal for the last few years, even though I don't live in a country approved by PayPal. I have no idea if Uganda, Ethiopia, DR Congo, Kenya and Sudan are approved countries by PayPal. If you know, just let me know.
The real problem!
The real issue here is that, PayPal had just discovered that, I do not live in South Africa. I registered using South Africa as the nearest South within Africa, apart from my own country. I thought South Africa was a next choice, since South Sudan is not yet up to date, especially when it comes to technology, and internet things in particular.
PayPal sends me an email that I cannot reply to. They ask me to provide the documents we don't have in South Sudan. You know what these documents are?
- Security Number
- Utility Bill
I wonder what these things are!
In their email (PayPal), they told me my account must be closed, since this will bring me issues later in the future, should they expand to my region.
Could this bring issues, or resolve the problem, if they expand into my region?
I just don't get the message here as I should.
The solution
What other ways do you think can help me pay my membership fees each month?
Our banks in South Sudan have no internet or online banking services at all, since we don't even own a national bank yet, apart from the Bank of South Sudan (BSS). This bank is not commercial, and I have no idea how it operates.
I also had issues with my Payoneer MasterCard, when I tried to pay for my new domain registration. Transactions are cancelled for no reasons.
Could this be the same issue?
I know Payoneer is based in the USA, and they might have also spotted that I don't live in that part of the world.
Anyway, these are all tests, and trials.
I cannot give up doing my business. I will come out with a testimony.
This is my stand. I have had issues BIGGER than this before, when I started out with my online business. But, I have overcome them all!

I had a chance to advertise my business in a local newspaper. Over 40 people sign up from Juba, none of them completed a profile setting!
Why?
Many reasons. Some complain that they don't have their own computers, or Smartphones, some say they have no access to the internet, or it's just expensive.
Some still argue that they do not know what to do. Others say they want to continue, but they were asked to pay...
You have a tough situation there John...but you have determination...I know you will succeed!!!
Unfortunately, there are many parts of the world that is not up to date with the technology available. If you want your business to be successful, you have to work with what you have and when and if you have the opportunity do what you can to change it.
I always succeed. I mean, success is my daily experience. I use challenges as ladder to step to the next level. I have uploaded most the documents they need, and I'm waiting for their response. I mean PayPal response.

I think if they expand into your region, that would be better for you- Paypal would then be supported where you are. Could the Security number be referring to a Social Security number? Or maybe it's referring to the security number on the back of a credit card. A utility bill refers to a bill that shows you have been paying for your power and water. It's used to show proof of residence, like they might ask to see my utility bill to see whether I live in America, for instance.
I'm not aware of any other online payment websites, but I'm sure there are some! I hope someone can help you with this issue, but please do try and contact Ryan or Carson. They are so helpful.

Yes, the social security number is what they want, something I don't have.
I don't personally pay utility bills, even though I now live in Juba for the first time in my life.
Someone else pays the electricity, water and the room bills for me. I just found out it's 3,000 SSP = about $1,500.00 each month. (Before SSP lost value).
PayPal had my National ID, because they asked for it earlier. I think they just want to complicate things for me anyway.
John you might try contacting Kyle and Carson here they may have a solution.
