When you give Site Feedback you can state what you like about their website or article and areas they can improve on. This can be a lengthy response, as much as you think is necessary.
When you give Site Comment, you DO NOT do the above. Instead you focus on the topic matter and respond to the comments they have requested. Like questions on the topic. Your experience on the topic. Etc. Keep this brief like two paragraphs each with about three sentences in it. You do not have to give comments on everything they have in their article. Pick what appeals to you and speak to that.
No matter how bad their grammar and English is you do not give advice on how to improve these aspects.
That is probably what you did in Site Comments and so they rejected your comments.
When I started giving Site Comments I also was confused about the difference.
Since you have been banned, I suggest you do what Diane Scorpio has suggested and hope that Kyle will reinstate you.

Hi - as far as I am aware, once you have been banned from commenting, there is nothing you can do. Only Kyle can change the decision, so you would have to message him and explain that you now understand what you did wrong.
Yes. I wonder if you have to apply to Kyle or Carson. Perhaps they will need to feel sure that you understand the difference between the two feedback sites.

I used to make the same assumptions and made many mistakes. You will be able to get back into contributing with site and feedback comments.
EdwinBernard, has given a great explanation. It is a great guideline.
The best thing to do is contact Kyle so you can get basic to commenting as soon as possible.
