That is too long, I doubt WA has kept the sites. The cost to them would be too high to keep all expired sites. However, you can ask site support

You can check out Ezoic. I hear they have better commissions. AdSense is very fussy about how many posts, SEO details. However, they will tell you what you have to do in order to improve.

If its a relatively new site, less than 6 months old, then your rankings will continually fluctuate, as Google tests your posts against the competition.
If its a well established site, it could have been hit by either of the most recent algorithms - Helpful Content and Product Reviews.
That's completely normal, then.
It could be on page 1 for a couple of days, then nowhere, then reappear weeks later.
Typically, each post will find its final ranking position after 6 to 8 months.

WA used to have a key word search platform called jaaxy. Where is it?
You can click the App Switcher icon top menu between your profile icon and the envelope one.
