I have received a comment from an unknown sender. It only says "Track Back" to the article and the website. Is this safe or it is a spam?. Thanks for your help.
I consider anything like that spam, but more experienced members may have a different take on it!

Hi, Elores, you can prevent trackbacks and pingbacks by making sure the box is unchecked.
Click on text (not visual) and at the top right-hand corner you should see Screen Options, click on that and a number of options will appear, make sure the Discussion box is checked.
Now keep scrolling down until you see Discussion, and underneath two boxes: Allow Comments and Allow Trackbacks and Pingbacks. Make sure the Allow Comments box is checked and the Allow Trackbacks and Pingbacks box is unchecked. Hope this helps. Best Wishes

I am having non-related niche comments posted
on my one of my article and I am not sure how to deal with this issue.
This looks like advertisements related to sports shoe
It's just spam, and it's very common. Install Antispam Bee and you won't even need to see them. Akismet Alternative - Antispam Bee Akismet Plugin - The Dark Side of Greed.

its probably spam bot , mark it as spam in your comments dash board if you want ? You could consider adding akismet wordpress spam blocker if it continues ? just my thoughts
