If it's not how often do you have to pay?
It is a yearly fee, there is a recurring yearly fee for owning a domain. This is instituted by the domain registrar and ICANN overseas all domains worldwide.
You can purchase domains directly here within WA within the SiteDomains platform:

They are $13.99 per year and that includes everything (whois privacy, email, instant dns, flat rate guarantee) and as a Premium member, it is instantly connect to your hosting so you can build a website on it right after purchase.
wow that's much cheaper than what I paid over at blue host. I used them because I already had an account there, but next time I need a domain I'll have to come here! Does the whois privacy transfer if I wanted the domain to go to my bluehost account?

Generally you pay for a domain once a year(with or without automatic renewal), though some website sellers might allow you to pay for multiple years at a time.
