In Jaaxy, I was looking for keywords for my site.I saw among other things a row under the heading SEO. What do these numbers mean? For my keywords, they ranged from 84-99.
Look for searches (avg.) above 30 and competition (qsr. ) lower than 100, the lower the qsr the better. Starter sites SEO greater than 95.

Your found target keywords go in the title of your post and again in first or second paragraph then write freely. Some include them towards a conclusion if it conveys a message. I'd also make sure they are grammatically correct.

A score based on traffic and competition, the higher the score, the more likely you will rank for this keyword on the first page (scale of 1 - 100, higher = better)
Starter sites > 95
Matured sites > 90
Established sites > 85

Can I put a message on my Home page , that my website is now under construction? Can I then add an affiliate link, with a short introduction?
Its really best to let your About Me page show on your home page while you are writing other posts rather than leave a under construction message with an affiliate link.

You can also promote WA on your About Me post if you were to choose your own interest / hobby niche. You may then include a paragraph middle of page or towards end, adding few features about the benefits of joining the WA platform and there you can hyperlink your own unique affiliate link which you can fetch via the $ sign top menu.
Another idea also as custom banners in relation to your niche it would say, if you would like so and so niche blog that makes $100 or $1000 or more every month, and fund your blog, click here for free training.
You can customize however suits your blog and test what works and what doesn't.
Would it be bad for ranking?
In the short introduction I could indicate that the website is goiing to run soon.

I would not put website under construction vs. update as I go along. As soon as I write a post I would publish it. That's just my opinion. It is not related to ranking vs perception or user experience.

I have An English Domainname. Can I use that for a site in Dutch?
Or is a Dutch Domainname more sutable?
It may and may not.
If your audience is local, it may be practical to have a Dutch name.

What does that mean?
So that you know it means that your site was found by Google and now it is a good time to start adding content if not doing so already.
However, first your posts get indexed and often days later down the line start getting noticed provided targeted keywords are searchable, new websites can rank efficiently.
But typically "authority" for a website starts to get established through time, usually the 3-6 month mark.
They fluctuate up and down the scale till Google decides where to place them.
Not all posts will get ranked, thus the recommendation to keep updating blog 2 - 3 posts a week and that's for the foreseeable future.
And just for some clarifications.
