You can cancel at anytime by going to your profile settings and scrolling down to Subscription Setting where you could cancel under the Membership setting. https://my.wealthyaffiliate.com/home/my_profile
If you are going monthly and ultimately decide to stick it out for the long haul, you can save a decent amount by changing to yearly.

Definitely go for it! This is the ultimate deal you find nowhere. The best price for all your hosting, websites to name just a few.
As far as canceling you can, however you cannot revert to the "freemium" you started with.

If you want to be part of the community here and engage with us, you will get the best training on the internet today. If you have liked what you have seen so far... stick with it.
Kyle and Carson could charge so much more for the services they offer, but they want to give everyone a chance.
In answer to your question can you cancel at anytime... yes but I bet you won’t want to, if you are happy to explore and learn from every wealthy affiliate member. Even newbies have words of wisdom here.
The training if followed properly is second to none.
