Must be something else. There is nothing that costs $49 here at WA. It would be either $19, $47, or $359
He should be able to sign up free unless he's already signed up premium (paid $19) .
If he wants to revert to free he will have to leave and then sign up again. That will lose anything he's built already though.

Pop down to the library or have him sign up from a McDonalds or Starbucks. These all have different ip addresses.
