You can certainly incorporate portions of other people's content into your posts by quoting them and providing attribution to the original source. You'd want to be sure that the bulk of the post's content is your own and use the quoted portions just to provide additional information.
As far as youtube videos, if the video has a "share" link (most seem to), you can embed that link into your post.

If the video has share button than this is the answer: share. The owner is informed when it is shared. Completely legal, there should be nothing contradictory about it.
As for articles, this is ONLY with permission of the author.
Hi - I would embed videos related to your content - this helps to promote the originators videos, and will offer links to their other videos.
As for written content - I would say no, however:
1) "IF" it is a guest post, and ORIGINAL content, then yes
2) if they intend to post it on their blog, and you also post it on your blog, then "NO" - that is duplicate content, and you may both be penalized.
It is much better to read a number of articles related to your subject, and combine them and add more value (think about what the original articles may have missed - do they answer ALL the questions people are asking in the forums etc) - add that value into your original article, in your own words, and you'll have a winner. Something that will combine (not duplicate) all of the original questions, and answer all of them, and add a little more value at the same time.

But there is no such thing as penalty for duplicate content. Google was more than clear about it. You can easily find their text.
Hi - ok - I've not seen that posted that duplicate content is not penalized - but I stand to be corrected, if you'd care to share the link, I'm certain a LOT of people would be interested in this.
I still think you need to build on other content and add value - or your post won't be ranked any higher than any other.
If it's just a share button, then all that does is share a link to the original content - not repost the original content - so in that context, it would be great, for the original content, as it would gain social shares, and therefore rank higher in the SERPs.
(I'm not doubting the duplicate content point - just I've not read that it's ok anywhere to do so without penalty).

I am not promoting using somebody's texts, this is not the issue, i have never used anybody's text. He asked if it is allowed and the answer is yes with permission and it is not penalized.
