I did notice that your permalinks are a bit screwy.
When you open your site look at the tab and it says "%pagetitle% you need to fix this.
Modern websites require modern design. The tiled money background looks unprofessional and tacky. Modern design incorporates a lot of flat, simple colors and structure.
Your navigation bar is kind of a mess and all over the place. I suggest simplifying this dramatically.
when clicking on the post summaries you have at the top of the page, you cant actually tell its loaded at all because all the imagery at the top of the page is static. I found you had to scroll down to check if it actually loaded the page or not. This may cause people to assume your site is not working.
I also notice you use very low quality images which take away from the professionalism of the site.
Unsure what i would pay for this as there are quite a few things i would personally change so i see these sites as incomplete.
To get an idea of what people are charging and the quality of sites you need to produce, have a look at the competitors in your area..

Kyle and Carson do give a few days grace period, during which they will attempt to process your payment, I believe they retry 3x's during that time.
If You can't meet the payment, you will be able to access or transfer your site to another server for 30 days
If you can rejoin within those 30 days, leave your site hosted here.
After these 30 days, you can still pay and your account will be reinstated, and you can pick up where you left off.
