It seems to be a jQuerry widget or an ecommerce plugin addon, but I don't know what it is ...
If is a Wordpress stuff, I could try to find out, but that would require at least one URL with a page where I can found this thing ...

Hi John I think I may have the answer for you.
I use a plugin called easy table of contents and you can change the header name to what ever you want. I have just done it and it is a replica of your image
