What are the best countries to target outside of North America?
Any experience promoting wa outside of north america?

All English speaking countries. USA, Canada, UK, Australia, New Zealand.
I think it's best not to target any country, just write quality posts in English on a dot com website and they'll be found by people all around the world.

If I post an article on my blog, can I submit the same article to the article directories?

I am starting to get a number of subscribers to my blog's RSS Feed. The question is can I automatically add these subscribers to my email list as well or do I need their permission
If they are just subscribing by clicking your RSS feed button, probably not a good idea. Feedburner, also offers RSS feed where they subscribe by entering their email address. I use this on my site - you can see it on right column of my blog at: htttp://nichemarketingwithchristine.com
If you are getting a large number of subscribers in your email program, you could create a group for them where your first email reads they subscribed to your rss feed and you would like to add them to your email list and they confirm to do so. I believe this method would best protect you against spam complaints. -Christine
