Phase One is a showcase of what's to come. You've gotten your core site set up now, and from this point you build it out. You could conceivably browse around the training that is available to you on here and learn what you need to do to monetize the site and get to making money, but the meat of WA lies in the Premium where you can dramatically put some speed into the building out of the site.
The Starter Membership is more powerful, sometimes MUCH more powerful than many paid programs out there. It is a vital step in getting your campaign up and running, but you will need to learn more regardless of how you carry on.
Like any other excellent education, it's not free, however, what's here is much more affordable for what you get than just about any other place I personally know of. You can stay in the Starter Membership and still pick up new stuff, or you can subscribe to the Premium and get the best WA offers.
"Able", yes. But will you be earning? probably not. You will have a functioning website, a niche, and maybe an article or two on it, but your journey ahead will teach you how to rank, drive traffic to the site, and convert visitors to paying customers.
It's impossible to tell who will and won't earn money, and at what time. The main thing that will decide that is how much you work to improve your website and visitor's experience.
Hi Kim - as Nenita says - this isn't a get rich quick scheme - it's an education, where you have access to training and resources, and thousands of other people who have done, are doing, or are about to do the same as you are right now.
Get rich quick schemes are a myth - you need to work hard to make this work for you - fortunately, the training is so comprehensive, and "step by step" that the hard part is investing time, and recognising what your niche is.

Christmas decorations is too broad. Think of ways to break it down. Decorating your house on a budget? Unbreakable decor for homes with kids and pets? Religious decor? Secular decor? Just a few ideas.
Christmas is just around the corner, so you'll be a little late for this year. Plus, Christmas decorations are pretty inexpensive, so I think it might be hard to turn a profit from this.
What are your personal interests? Maybe we can come up with something a bit better for you.
