What would you offer that the big weather websites don't offer.?
The only people who might pay for weather forecasts would be those who's lives or livelihoods depend on it. Eg climbers or deep sea fishermen.
Where do they get their forecasts from now & how much do they pay?
I live in a prime area where severe and winter weather can have a big impact on people from time to time. What I would be providing (that other people don't) are organized, timely updates, email alerts, and the ability to speak with me one-on-one for custom forecasts and travel guidance.
I think these three things alone stand out from the rest. However, a lot of people likely think weather should be "free," so I may still have to work on adding incentives.
In that case I'd do a local site. As the domain name doesn't tell me anything about it being specially for one area. Eg. WindyCityWeatherAlerts.com - would give a better idea & help with local SEO.
Good point. However, I'm planing on covering the Midwest and Northeast regions for high impact (widespread) storm systems. I only chose local SEO because I didn't see a better category. This would probably call under regional SEO or something lol
Regarding the name, I might have to consider a better domain for helping people know the coverage areas, but branding for a particular area with a broad name isn't too difficult in this niche from what I've seen.

You could actually promote survival / emergency packs for your affiliate products. Planning for the worst case scenarios.. You could also find companies that build underground bunkers for tornado warnings etc. These would be huge ticket items and companies who sell this will be happy to have someone promote them.
As for building the audience I would drive people to a FB page and Twitter profile using paid ads. Build up a good following and then offer the paid service once established. Im not sure how you will bridge the gap between free and paid users though. This would take some brainstorming and testing to see how the audience reacts.
Here in NZ there are services that do this automatically. Mostly via twitter updates. I havent dug deep into how their paid model works though so I cant comment there.
