I know google ranks will exactly push me down of duplicating a content from someone. But that's not a problem in my part because i know how to market it. But if i were you, don't duplicate a content if you want your google rank to be rated.

There is no perfect amount. Just keep following the training and adding good quality content to your site and the traffic will happen. :) Beverley

OK, well you can start doing this at any time. There isn't any concrete answer or time frame that you should wait.
Your site will always be a work in progress. It is something that you always are working on and improving. After you have the framework of the site ready with an about me page, privacy policy, and a handful of posts, go right ahead and let the world know!
There is no right or wrong time to share your site, so you could do it immediately when you create it, or you could wait a little until you have some content published. Totally up to you. I'd personally wait until I have a bit of content on there so the site is helpful to the people I share with ;)
How are you hoping to drive traffic to your site? If you are working the low hanging fruit, that in itself will help drive traffic. I would say once you are well under way, and you feel comfortable that a perspective repeat customer is looking at your content, go ahead and get things rolling. Here's another way to gauge it; "Does my site offer value to the customer?" If the answer is yes, I would say start promoting it!

This is a question I've asked myself, as well. I have decided I'll start promoting once I've established a solid foundation. Meaning once my message is clear, any legal issues are straightened out, and I've had enough reliable opinions to see that I'm heading in the right direction.
I don't have to have it all together, but I need something to catch an eye and make people want to come back. In my experience, when visitors see a bunch of bald pages and no incentive to expect more content, most of them won't remember to return and see what you have in store.
