What is the one page, other than your Privacy Policy, that is not fully related to your niche? That is the About Me page of your website. It is on this page that you can elaborate more about yourself and why you have created this website to help people.
What I will normally do is tell my website readers more about me and how I got started creating websites to help people in various niche markets that I am interested in. This brings up a great opportunity to tell them that I got my start at WA and how easy it was to get the website running.
Then at the bottom of my About Me page I will say something like, If you would like to know more about me and where I created this website, join me and check out my Wealthy Affiliate Profile for more information. Then I would provide them with a non-affiliate link to my WA profile.
The About Me page is the only page on a niche website where you can actually get away with creating a paragraph or two about WA and how it can help anyone build their own website with ease. If you do this, make sure your WA Profile has sufficient and informative content.

So in answering the question of whether you can promote WA on a regular niche website, yes you can as long as you are subtle and do not visually confuse your website readers. Make sure that whichever way you promote WA, that it is relevant to the content of the page or post.
Do not use any of the WA affiliate link banners on any part of your website or in your content. Only use the Site Rubix widget where appropriate, like on a website with a creative style niche. Be subtle by only promoting WA in no more than one or two places on your niche website.
