Penguin was designed to track all links low quality, high quality, length and varied - looking for anything that looked un-natural.

Natural links have low and high quality links, and the links grow over a longer period of time rather than a shorter period of time, and legitimate sites receive links from many different sources that are deemed naturally obtained by Google.
