A great place to look for part-time, freelance and even full-time work is Craigslist. This can be done from anywhere in the world and there are opportunities available that do not require you to be a citizen of the host country. When first going to the Craigslist World Home Page you see the following image.
By clicking on one of the blue dots you can focus in on that particular area of the world. Though most opportunities require you to be a citizen of the country posting the advertisement, there are some REMOTE ads that allow outside employment. I once wrote a couple of blogs for a website in Europe.
Because I live in the U.S. if you were to click on any of the blue dots within the U.S. you would see the above image. To get a more narrowed down search of the area you are interested in, clicking any of the continent links at the top would give you results like the below image for the United States.
On this screen you can then refine your search to different areas of the state or area you live in. For me living in New Jersey I have four areas to choose from; Central NJ, Jersey Shore, North Jersey and South Jersey. Sometimes if your area is near another state, you will get ads from that immediate area too.
