This is where you take your ongoing education, training and interactions within the WA community and then take action to develop your own profitable website and online business!

You must make sure you plan to do this. Again I state the obvious, but if you use up your available time with ongoing education and interaction, you won't have a website with which to make money.

On any given day I like to devote 30 - 70% of my available WA time to Creating and Marketing. Here's how I do it.

At the moment I have three websites, all of which need quality content published on a regular basis. Therefore, I need to generate content ideas and do the actual writing. I like using Google Alerts to get content ideas in my niches. These come daily to my e-mail, so I check them regularly. I make sure that I add new content at least weekly if not more on each site I maintain. I also use the WA comment give and take to access additional content for my sites.

Marketing is something that I am in the process of learning, so I don't want to sound like an expert. I have found the following to be effective: I have joined many Facebook and Google+ Groups. I check my groups daily and I regularly post on them. I have gotten a nice boost in traffic from this approach. It certainly helps to build trust in my niches.
