Which do you recommend............a free domain or a domain I own.....please?
Always your own domain because it is all yours.
But if you are just starting out and are new to this game I would say start with the free one and get your feet wet and gain knowledge through the phrase one training.
When you feel confident then the natural process will be to get your own domain.
If you are a veteran and know your stuff when it comes to business and or websites the owning your own domain is the way to go.

I think that $15.99 per year you're looking at is purchasing a domain name through Wealthy Affiliate. The annual price for Wealthy Affiliate membership is $359 annually which is quite a money-saver from the normal $49 per month.
