Based on what you have provided it seems doable.
Here's what I understand you are saying.
What you are doing is providing free internet service. With that service you are also telling them about WA and a opportunity to get some free training on how to build an online business.

If you are actually providing then internet service, they will use your service.
And you can suggest the WA free training to them. But they will be free to decide if they want to sign up for it.

The way I understand it, you want to put a WA sign up o login page elsewhere, however why not direct your splash page to the Join Page instead

like many public wifi, they allow sign in using your facebook or google accounts. If you don't have any accounts in those platforms then you have to create a new one.
Similar approach planned here but using WA sign Up/in buttons.
Like I said you need direct your question to Kyle however I am not aware that this facility exists.
You may either use your unique affiliate link which you'll find $ sign top menu. Or redirect as stated above i.e.
