If your Premium Membership expires, you can no longer access anything.
It's better to be a Starter member forever than to upgrade and you can not pay for your monthly premium.
I joined premium membership at WA in 2013 but after a month I wan not able to renew. That time I got too busy and never returned until October 2016.
Now I really put seriousness in being a premium member so I have to allot an amount. This time my site gradually starts to be recognized.
If you don't have the amount now, just work on your content while outside WA. Write and write and when you are ready to come back, pay your bill and publish your work.

Yes absolutely you can, though your commissions will be at 25%. Click the airplane for program details.

"Starter Members earn $4 for special offer referrals, then $11.75 monthly and $87.50 yearly commissions."

Can I work on my wordpress site without changing exsisting online website until it's ready?
It sounds like you want to prepare large changes to your site without them being visible until they're all ready. Is that correct?
If it is, you can create pages and posts and leave them in an unpublished (draft) state until you're ready to publish them on your live site.
Up to the point that you publish them, the pages effectively won't exist to the outside world.
Do you mean locally on your computer?
Is yes, then you can but I would not recommend it. You need to setup a server, database etc. It is quite complicated and you don't have access to c-panel if you host at WA.
Makes it all a bit trickier.

I have a site that isn't performing well on SEO and I think it's got a lot to do with the theme that I chose i.e. loading time, information above the fold, and how I can add content. I set it up a while ago before WA, it's needed for my business listing but I really want to improve it, I guess I'll just have to take it down and start again :o

Well, it is easy to switch your theme and test.
It only takes a couple of seconds to do it.
Just make a backup of your site first.
