You dont need to have a blog on your site. You can have a series of static pages instead.
However a blog alongside the static pages is a good way to share news updates for your business

you will find most of these 'static' sites have a blog hidden behind them.
if you search in google for site:sitename you will find all of the pieces of information indexed by that site.
a lot of times the blog is linked to people who have signed up - so is not put on the top menu.
but it is this changing information on the site that is keeping the site up at the top.
so maybe consider doing something like this for your restaurant site - but this is a completely different type of marketing- local marketing - and demands different parameters - just check out Jay's live events replays on local marketing to see what is involved.
good luck with your static site - and don't forget all of the offers you can add.
have fun
