For my SHAZAM! Computer's site it ranked at: an average of 1.34 seconds, which isn't bad at all. I'd like to see it under a second, but that's still very good.

No, it shouldn't matter what your ISP is. Because everyone may (and does really) have a different isp. There are things that slow it down, and things that allow the speed to fly. Remove the bad things from the website(I don't know all of them), and it should go up. The stat's should show what needs to be fixed.
anything less than 5 seconds for mobile devices is good. What happens here is that if your website is taking too long, (and let's be real) people will say forget it, and leave.
I'm glad to see that your website took less than 5 on the 2nd pass. In my experience, if any of my websites took more than 2 seconds to load, I would have to change things to optimize it. Besides Webwait, I use WooRank which also tells me how fast/slow my site is doing.
So, all in all, it looks like your website is good! This may be a little petty, but we want fast load speeds, or we most likely will lose customers in the future.

This is neat. I noticed that the first pass of mine took over 5 seconds but the remaining four passes were less than 2 seconds, (av 1.6). This skewed the results some. Does anyone have ideas what the optimum load time should be?
