i noticed when i went to transfer my other site to WA to transfer cost a renewal fee of 13 bucks american although my site is good untill next january anyway and i had to start

Second question first....
Yes. What you learn here at WA can be applied to any website, anywhere. You can apply this training to affiliate sites and local sites and ecommerce sites.
About your transfer ...thirteen bucks is usually for purchasing a new domain name ( which you already have) it is just the hosting you want to change to WA. Hosting cost is covered by your premium membership , which you have paid.

Outside hosting, if i bring my site in and im a couple days late on payment do i get locked out of m
if i have a domain hosted outside is there anyway to have it monitored by wa like to see if its indexed or anything. or if i do bring it over to wa what happens if im a couple
You will be unable to edit the site if your membership expires, but you have 30 days to transfer the site out, so if you're only a couple of days late, it will still be visible on the web, you just won't be able to work on it during that time in which you are expired.
