You will need to indicate what sites are to be included within the filter you are applying. I recommend selecting All Web Site Data, but you can select something different depending on your preferences. The image below represents what my screen looks like, but it will appear different for you based on your website(s). 
You will make your selection and then click the Add button.
Your selection will move from theavailable view to the selected view.

Jay did a training on this a while back and it doesn't work if you have a dynamic IP. If it does that's great. If not this tool https://tools.google.com/dlpage/gaoptout will do the trick.
