Before creating an affiliate program this way, there are many things to consider.
Most plug-ins don't have extensive capabilities; for example you won't be able to offer cross-device tracking. You also will need to determine your compliance standards to decide which publishers you will accept and which you won't. You must decide what types of publishers you will accept - coupon sites? loyalty sites? only content sites? It's actually quite complicated.
I love that you are encouraging members to have an affiliate program if they have a valid offering. I just want everyone to be protected from all of the potential risks in doing so.
The shopping cart I use has all of this functionality built in and of course like with anything some tools do not have the same quality functionality as others. That is stuff you learn during the process. With the right tools setting up an affiliate program is not rocket science. In fact with the right tools it can be relatively simple. Of course the more bells and whistles you add the more complicated it can get.
You can also choose to manually accept affiliates or do it automatically.
I also find clients who ponder and consider stuff too much seldomly achieve results. Sometimes you just gotta take the bull by the horns and just do it. That’s how results are achieved it’s okay to make a few mistakes along the way.
